The co-Chairs of the Preparatory Committee for the Third UN World Conference on Disaster Risk Reduction have released the zero draft of the post-2015 framework for disaster risk reduction.
The zero draft proposes a document that builds substantively on and supersedes the Hyogo Framework for Action in order to offer a single reference document to policymakers and practitioners.
It also attempts to strike a balance between the need for precise and detailed guidance on a variety of critical issues of a cross-cutting nature that are relevant to all states and other stakeholders, and the need to produce a concise, focused and practical outcome document.
This document will serve as the basis for the negotiations at the second session of the Preparatory Committee, to be held in Geneva, from 17 to 18 November 2014. All in all, these negotiations will lead practitioners and policy-makers to the Third UN World Conference on Disaster Risk Reductio to be held in Sendai (Japan) on 14-18 March 2015.
